Home packs 'must be done sooner'

Sellers in England and Wales will have to provide a home information pack (HIP) as soon as a property comes onto the market, the government says.

Housing Minister Margaret Beckett also ordered they must give details on flood risk, service charges and gas safety.

Currently sellers have 28 days after a property goes on sale to provide a HIP.

The Conservative said the government's plans were "heavy-handed" and accused ministers of being "in denial" over the unpopularity of the scheme.

'Better protected'

Mrs Beckett said: "Home information packs are potentially a vital aid to consumers who are seeking to purchase a home, and I am firmly committed to ensuring they work as well as possible.

"That is why the changes made today will make sure consumers are better protected, better informed and better assisted when buying a home.

"It is essential that all buyers are able to see the HIP as early as possible to ensure they are benefiting from this important information, and that sellers are getting to see the pack they are paying for."

Mrs Beckett said that, from 6 April next year, sellers would no longer be allowed to delay providing a home information pack until after a property goes on the market.

However, after handing in the original document, they would still get 28 days' leeway to complete the most complex parts of HIPs, such as property searches, she added.

'Utterly discredited'

The packs will have to include a Property Information Questionnaire, covering details such as flood risk, gas and electricity safety, service charges, structural damage and parking arrangements.

The Conservatives have promised to scrap HIPs if they win the next general election.

Shadow housing minister Grant Shapps said the government's plans would mean councils could fine people up to £200 for not complying.

He added: "Ministers are simply in denial. They are moving ahead with yet more regulation, not to help home buyers, but merely to justify their utterly discredited government intervention...

"If anything, ministers should be using their emergency powers to suspend HIPs and provide a shot in the arm to the ailing market."

HIPs were introduced in England and Wales in stages from August last year.

Ministers had originally planned to make it compulsory to complete one before putting property on the market from June this year.

But, in May, it was announced that this would be delayed until 2009.
